Changed catalog behavior

Developers are now able to display their catalog even when it is empty.

Previously, if the Developer attempted to view their catalog (Billing & Distribution > Products) when it contained no products, the marketplace took them to the Create Product page instead.

Now, it takes them to the catalog as normal, even if that catalog does not yet contain any products. From there, they can display the Create Product page by clicking the Add Products button as normal.

This change is intended to maintain consistency, and to introduce new Developers to their catalog as the central page they will use to manage their products.
